According to Article 2 and Article 3 of the Implementation Measures for the Safety Use License of Hazardous Chemicals (Order No. 57 of the State Administration of Work Safety), chemical enterprises (excluding hazardous chemical production enterprises) that are included in the applicable industry directory for the safety use license of hazardous chemicals, use hazardous chemicals in production, and meet the quantity standards for the use of hazardous chemicals must obtain a hazardous chemical safety use license. Enterprises that use hazardous chemicals as fuel are not subject to this regulation.
